REQUEST FOR QUALIFICATIONS AND CRITERIA
PLEASE TAKE NOTICE that the Union City Board of Education (“Board”) requests qualifications for the services and goods set forth below in accordance with the “fair and open process” pursuant to N.J.S.A. 19:44A-20.5, et seq.
1) Project Management Services - including the needs analysis, design, procurement, implementation, acceptance testing, training, documentation, and commissioning of a Radio Frequency (RF) and Security System Upgrade Project with the following components:
- Radio Frequency (RF) tri-site conventional repeater communications between school buildings and centralized operations control centers; intra-school simplex communications; multi-channel handheld radios
- IP video cameras; unified video management system; network storage servers; video analytics
- Access control card readers and door hardware; perimeter protection; intrusion detection sensors; integrated alarm monitoring system; badging system
- Integrated video, security, and dispatch workstations
- Ethernet and fiber optic transport networks
- Infrastructure build-out and component installation
2) Specific Project Management Services include periodic meetings throughout the project life cycle with UCBOE representatives or their agents; preparation of status reports, white papers, and contract deliverables as required; and, in addition, the following:
- Budgeting
- Scheduling
- Sub-Contractor Installation & Vendor Management
- Supplier Selection
- Procurement Assistance
- Risk Mitigation
- Quality Assurance / Quality Control
- Workplace Safety
Request for qualification responses shall be received by the Board’s Purchasing Agent, or his designee, on December 13, 2011 at 10:00 a.m., prevailing time, at 3912 Bergen Turnpike, Union City, New Jersey 07087, at which time said responses will be publicly opened and read.
All responses must be enclosed in a sealed envelope. The service provider must indicate the following on the outside of the envelope: (1) the name and address of the service provider; (2) the service for which the response is submitted; and (3) “SEALED RFQ RESPONSE – RF Security Upgrade – Project Management”. The envelope must be addressed to Purchasing Agent, Union City Board of Education, 3912 Bergen Turnpike, Union City, New Jersey 07087, and may be delivered by hand, overnight courier or mail. The envelope containing the response must be received by the Purchasing Agent by the date and time set forth above. No late responses will be accepted.
Responses should be detailed and comprehensive in addressing the service provider’s qualifications so the Board may make an informed decision. The Responses will be evaluated by the Board on the basis of the following criteria:
- The experience and reputation in the field
- Knowledge of the Union City Board of Education, and of matters concerning the Union City Board of Education, and of the subject matter to be addressed under the contract
- Availability to attend Union City Board of Education meetings and other matters, if necessary
- Availability of personnel and other resources to provide such services
- Compensation proposal
- Other factors if demonstrated to be in the interests of the Union City Board of Education
All Responses must include the following documents: current N.J. Business Registration Certificate; current W-9 form; current Insurance Declaration Page evidencing professional liability, worker’s compensation, etc. coverage and current Equal Opportunity Employment Information Report/Certificate. Failure to submit this documentation along with your proposal may be grounds for rejection of the proposal.
Please submit and original and three (3) copies of your response.
Contract will be awarded based on the most advantageous responses, price and other factors considered. The Board reserves the right to reject any and all responses.
